POVZETEK
V osnutku Strategije upravljanja z radiofrekvenčnim spektrom 2021 - 2023, so za izboljšanje povezljivosti, zmanjšanje digitalnega razkoraka in digitalizacije slovenskega gospodarstva predvidene naslednje akcije:
- V časovnem obdobju 2021 - 2023 spremljati razvoj na trgu MMDS/BWA in po potrebi preverjati interes za morebitni nov javni razpis nepodeljenega spektra v pasovih 10 GHz in 12 GHz za lokalno uporabo in v primeru izraženega interesa javni razpis izvesti
- V obdobju 2021 - 2023 po sprejetju izvedbenih sklepov Evropske komisije za radijske frekvence za javno mobilno tehnologijo, ki so na voljo po WRC-19, izvesti javno povpraševanje po interesu za frekvence v pasu 40,5-43,5 GHz in za preostanek civilnega 26 GHz pasu, ter v primeru interesa začeti postopek priprave javnega razpisa
- V obdobju 2021 - 2022 podeliti del spektra v radiofrekvenčnih pasovih 2300 MHz in 3600 MHz za lokalno uporabo, in sicer za zagotavljanje javnih komunikacijskih storitev končnim uporabnikom ali za vertikale preko javnih mobilnih ali zasebnih mobilnih omrežij
- V primeru prejema pobude v obdobju 2021 - 2023 izvesti podelitev radijskih frekvenc v pasovih 3800 – 4200 MHz, 28 GHz in 32 GHz za vertikale oziroma za tehnološko/storitveno nevtralno podelitev za lokalno uporabo ter pri tem zaščititi ostale storitve skladno z EC/CEPT
- V obdobju 2021 - 2022 v primeru pobude izvesti podelitev radijskih frekvenc v radiofrekvenčnem pasu 410-430 MHz za podelitev spektra za vertikale oziroma za tehnološko/storitveno nevtralno podelitev za področje Republike Slovenije
- V obdobju 2022 - 2023 v primeru pobude pristojnim organom pomagati pri izvedbi postopkov podelitev spektra za PPDR v 700 MHz in 450 MHz pasu (vključno z organizacijo morebitnih posvetovanj z deležniki).
- Spremljati regulativo za cestne inteligentne transportne sisteme ITS in mestno železnico ter vključiti v Splošni akt o načrtu uporabe radijskih frekvenc
- V obdobju do konca 2025 izvesti prehod iz uporabe frekvenc v spektru 450 MHz na uporabo harmoniziranega spektra v okviru CEPT/EU (874,4-880 MHz/919,4-925 MHz in 1900-1910 MHz ) na podlagi vloge po upravnem postopku ali pa te storitve vključiti v PPDR vertikalo
- V okviru strategije Evropa do leta 2030: Digitalni kompas za digitalno desetletje 2030 (ang. »Digital Compass: the European way for the Digital Decade"), ki temelji na štirih stebrih: 1.znanje in spretnosti, 2. varne in trajnostne digitalne infrastrukture, 3. digitalna preobrazba podjetij, 4. digitalizacija javnih storitev prispevati tudi k ciljem za doseganje brezogljične družbe z že omenjenim prostim spektrom za vertikale namenjenim digitalizaciji gospodarstva, omejevanju negativnega okoljskega vpliva elektronskih komunikacijskih omrežij, na način, da vzpodbuja čimprejšnjo uvedbo novih okolju prijaznejših tehnologij in uvedbo novih modelov souporabe.

ABSTRACT
The draft Radio Spectrum Management Strategy 2021 - 2023 envisages the following actions to improve connectivity, reduce the digital divide and digitize the Slovenian economy:
- In the time frame of 2021-2023, monitor developments in the MMDS / BWA market and, if required by stakeholders, verify interest for possible new spectrum allocations in the 10 GHz and 12 GHz bands for local use and conduct public tender with public auction in case of expressed interest,
- In the time frame of 2021-2023, after adoption of the European Commission Implementing Decisions on the 40 GHz band for public mobile technology, which becomes available after WRC-19, conduct public enquiry for 40.5-43.5 GHz, the remainder of the civil 26 GHz band and in case of start the procedure of public tender,
- In the time frame of 2021-2022, auction part of the spectrum in the 2300 MHz and 3600 MHz bands for local usage, namely for electronic communication services for end-users or for verticals over public mobile or private mobile networks
- If required by stakeholders in the time frame of 2021 - 2023, conduct assignment procedure in the bands 3800 - 4200 MHz, 28 GHz and 32 GHz for verticals or for technology / service neutral local usage, while protecting other services in accordance with EC / CEPT legal framework
- In the time frame of 2021 - 2022, if required by stakeholders allocate radio frequencies in the radio frequency band 410-430 MHz for the allocation of spectrum for verticals or for technology / service neutral allocation for the territory of the Republic of Slovenia
- In the time frame of 2022-2023, , if required by stakeholders, assist the competent authorities in assigning procedures for allocating spectrum for PPDR in the 700 MHz and 450 MHz bands (including the organization of possible stakeholder consultations).- Monitor the regulations for ITS road intelligent transport systems and urban rails and implement them in the General Act on the Radio Frequency Use
- Till the end of 2025 make the transition of Railway Systems from frequencies in the 450 MHz spectrum to the harmonized spectrum 874.4-880 MHz / 919.4-925 MHz and 1900-1910 MHz in accordance with EC/CEPT regulatory framework on the basis of an application under the administrative procedure or by inclusion of these services in the PPDR vertical
- In accordance with Europe to 2030 Strategy: Digital Compass: The European Way for the Digital Decade, which is based on four pillars: 1. a digitally skilled population and highly skilled digital professionals, 2. secure and sustainable digital infrastructures; 3. digitisation of public services.1.knowledge skills, 2. the digital transformation of companies, 3. secure and sustainable digital infrastructure, 4. digitalisation of public services Agency wishes also to contribute to the to the goal, of limiting negative environmental footprint of electronic communications networks by introducing new technologies as soon as possible and implementation of new sharing models.
